Understanding the Housing Trust Fund in New Orleans

New Orleans has long been celebrated for its rich culture, vibrant communities, and unique architectural heritage. However, beneath the surface, the city faces a pressing challenge: a significant shortage of affordable housing. In response, local leaders and advocates have championed the establishment of a Housing Trust Fund (HTF) to address this critical issue. The Housing Trust Fund is a dedicated public fund designed to support developing and preserving affordable housing within New Orleans. Its primary objectives include:

  • Creating New Affordable Rental Units: Financing the construction of housing that remains accessible to low and moderate-income families.

  • Preserving Existing Affordable Housing: Providing resources to maintain and rehabilitate current affordable homes, ensuring they meet health and safety standards.

  • Promoting Affordable Homeownership: Offering assistance programs that help residents achieve and sustain homeownership.

The Path to Establishing the HTF

In November 2024, New Orleans voters faced a pivotal decision: whether to amend the city charter to establish the Housing Trust Fund. The proposed amendment aimed to allocate 2% of the city's annual general fund—approximately $17 million in the 2026 budget year—to the HTF without introducing new taxes. This funding strategy was designed to mirror existing federal contributions, doubling the available resources for affordable housing initiatives.


Support and Opposition

The HTF garnered significant support from various housing justice organizations and community advocates. Proponents emphasized the fund's potential to make a substantial impact on the city's housing crisis by providing a consistent and protected revenue stream dedicated to affordable housing. Councilmember Lesli Harris, a leading advocate for the HTF, highlighted that the fund would not be subject to the same regulations and restrictions as federal grants, allowing for more flexible and responsive use of resources.


However, the proposal also faced criticism. The Bureau of Governmental Research (BGR), a local policy analysis organization, expressed concerns that embedding the funding allocation into the city charter could limit future budgetary flexibility. They suggested that a more adaptable approach, such as dedicating funds through an ordinance, might better serve the city's evolving needs.


Implementation and Oversight

With the passage of the charter amendment, the HTF is set to be administered collaboratively by Finance New Orleans and the New Orleans Redevelopment Authority. A seven-member advisory council, comprising appointees from the Mayor's Office, City Council, and local affordable housing organizations, will oversee the allocation of funds. To ensure transparency and public accountability, a public dashboard will track spending, and quarterly meetings will be held to engage with the community.

By securing a dedicated funding source, the city aims to make meaningful strides in providing safe, affordable, and sustainable housing for all its residents.
